The Association for PARIVARTAN of Nation (APNA) is a non-profit organisation born out of a shared commitment to breaking down barriers that prevent marginalised communities in Jharkhand from accessing their legal rights. Incorporated in 2019 under India’s Societies Registration Act, APNA was founded by a diverse collective of lawyers, social researchers, educators, and grassroots practitioners. Together, they envisioned an organisation that goes beyond traditional charity—one that champions rights, accountability, and empowerment.
At its core, APNA believes development must be rooted in rights. Rather than treating disadvantaged individuals as passive recipients of welfare, APNA recognises them as active rights-holders who can shape and claim their entitlements. This perspective drives APNA’s work at the crossroads of law, governance, technology, and community participation.
The organisation emerged from firsthand experiences of its founders who witnessed a persistent gap: laws exist, but they often do not translate into practical change. Whether in education, health, or social inclusion, statutory entitlements remain out of reach for many due to structural exclusions and weak accountability. APNA was designed to be an intermediary institution that bridges this divide.
By employing evidence-based interventions, APNA strengthens legal consciousness and civic agency within communities. It fosters participatory governance where marginalised voices hold institutions accountable. The decentralised platform created by APNA supports sustainable, equitable access to entitlements and promotes social justice at its roots.

APNA’s work focuses on a broad range of vulnerable groups, including indigenous Adivasis, Pasmanda Muslims, Dalits, Particularly Vulnerable Tribal Groups (PVTGs), people with disabilities, and economically marginalised populations. Recognised as a policy implementation specialist, APNA collaborates closely with government officials, civil society, and local actors to translate policy into tangible outcomes.
Through strategic research, community engagement, and legal support, APNA is dismantling structural exclusion and strengthening the justiciability of socio-economic rights. The organisation’s approach ensures that laws are not only made but truly lived and felt by those they are meant to serve.
