About the Unit
The Data, Policy, and Innovation Centre (DPIC) is a strategic partnership between the Government of Odisha (GoOdisha) and the University of Chicago Trust, India. This 5-year initiative, funded by GoOdisha, focuses on evidence-based governance using econometrics, data science, and machine learning. DPIC aims to improve decision-making in Odisha and build data capabilities among government officials.
About The Role
The University of Chicago Trust DPIC India is hiring a Data Analyst to analyse large datasets, extract insights, and provide recommendations for enhancing development initiatives in Odisha. The role contributes to evidence-based decision-making and impactful policy development.
Reports to: Executive Director
Location: Bhubaneswar, Odisha, with occasional travel to field locations or Delhi.
Start Date: Immediate
Responsibilities
- Data Collation: Organize, clean, and catalog administrative datasets, and assist in building a modern data analysis repository. Extract data using APIs and other tools as needed.
- Data Quality Assurance: Perform data cleaning, validation, and quality control to maintain accuracy, consistency, and integrity.
- Data Analysis and Interpretation: Use advanced statistical techniques and machine learning algorithms to analyse large datasets, identify trends, and provide actionable insights.
- Data Visualization and Reporting: Create clear and appealing visualizations, reports, and dashboards to aid stakeholder decision-making.
- Ethical Data Handling: Ensure compliance with data user agreements, safeguarding privacy and confidentiality throughout the data lifecycle.
- Collaborate with researchers, government officials, and team members.
- Perform other tasks as assigned by the line manager or senior management.
Qualifications
Education
- Bachelor’s or master’s degree in Data Science, Computer Science, Statistics, Mathematics, Engineering, Economics, or a related field.
Experience
- Minimum of 4 years of experience as a Data Analyst or Data Scientist, preferably in the development sector.
- Proven experience with large administrative datasets; experience working with governments is a plus.
Competencies
- Proficiency in data compilation, cleaning, organization, and harmonization.
- Experience with large datasets, administrative data, and geospatial data.
- Skills in data mining, web scraping, statistical analysis, and machine learning.
- Expertise in programming languages like Stata, Python, or R, and GIS tools.
- Proficiency in data visualization tools such as Tableau or Power BI.
- Familiarity with cloud platforms and big data technologies (e.g., AWS) is desirable.
- Ability to work in interdisciplinary teams and adapt to evolving requirements.
- Passion for the development sector and commitment to creating a positive impact.
- Fluent in English; working knowledge of Oriya and/or Hindi is an advantage.
