Role
This is a strategic country-level position where you will lead the design and execution of evaluation frameworks for government partnership programs. You will ensure high-quality data generation to inform decision-making while mentoring MEL staff across various states to maintain rigor and accuracy.
Responsibilities
- Lead the Monitoring, Evaluation, and Learning (MEL) function at the national level for all Government Partnership states.
- Design and roll out rigorous frameworks and tools that align with specific government contexts while ensuring standardization across states.
- Oversee technology-enabled Management Information Systems (MIS) to ensure data quality, integrity, and governance.
- Analyze data to provide timely feedback at program, state, and national levels, enabling evidence-based decision-making through dashboards and reports.
- Mentor and build the capacity of MEL staff across states, managing budgets, resources, and deliverables.
- Collaborate with internal teams, government stakeholders, and donors to manage MEL-related partnerships.
- Develop concept notes, learning papers, and analytical documents for both internal and external audiences.
Requirements
- Post-graduation in psychometrics, statistics, demography, or social sciences.
- 8-12 years of experience in MEL, with at least 5 years in planning and managing MEL functions.
- Strong expertise in complex evaluations, particularly within the life skills or education sectors.
- Demonstrated ability to handle quantitative and qualitative analysis and database management.
- A track record of managing teams, facilitating learning, and mentoring staff.
- Ability to navigate complex relationships with internal teams and external government stakeholders.
