Greater Chennai Corporation (GCC), India’s oldest city government, has always stood at the crossroads of Chennai’s transformation—making the city safer, greener, and more inclusive for over 7 million residents. A cornerstone of this commitment is its pioneering Gender and Policy Lab (GPL), established in 2022 as the first such public initiative in India, with support from the World Bank and Nirbhaya Funds.

Housed within the heart of the city administration, the Gender and Policy Lab is dedicated to fostering a gender-equal Chennai. The Lab brings together policy makers, urban planners, and community voices to reimagine public spaces, empower women’s mobility, and ensure that every civic project considers women’s safety and participation. Initiatives have included citywide safety audits, inclusive design manuals, gender clubs in schools to challenge stereotypes early, and bystander awareness campaigns like “Thappunu Therinja Pattunu Kelu” to address public harassment.

GPL’s hands-on approach means working closely with other government agencies, NGOs, and everyday citizens. Studies on women working in public places, workshops for frontline staff, and frameworks for gender-inclusive planning support the goal of building a city where everyone feels safe and welcome—at any hour, in any neighbourhood.

As Gender and Monitoring & Evaluation (M&E) Subject Matter Expert with Greater Chennai Corporation, you will be the linchpin in building a more inclusive city. This is not just a job—it’s your chance to shape public policy and ensure meaningful change for women and communities across Chennai.

Responsibilities

  • Develop and steer the strategic direction of the Gender Lab under the prestigious Chennai City Partnership.
  • Co-create guidance for the Nirbhaya Apex Committee; lead all advisory interactions and framework development.
  • Guide preparation, planning, and implementation of gender-focused urban development components.
  • Design robust, statutory, and social evaluation methods to assess every financial phase, focusing on quality, impact on women’s safety, and clear financial accountability.
  • Analyse results and craft practical recommendations for improving project outcomes.
  • Prepare detailed reports, white papers, presentations, and research outputs.
  • Oversee capacity-building efforts for city officials and consultants; mentor and mobilise teams to deliver on gender inclusivity.
  • Build bridges between stakeholders—government, NGOs, civil societies—ensuring Chennai’s projects deliver real impact.
  • Ensure consistent progress reporting and share lessons learned citywide.

Requirements

  • Master’s in Social Studies or a related discipline.
  • Minimum 10-15 years’ relevant experience; women candidates only.
  • Prior leadership in grants-based or gender-centric projects with NGOs or government.
  • Proven track record in gender analysis, budgeting, urban development, and evaluation.
  • Experience engaging with multi-level government on social audit projects.
  • Excellent written and verbal skills in Tamil and English.
  • Adept in team management and M&E tools (MS Office proficiency).
