One Billion Literates Foundation (OBLF) is a nonprofit organization committed to improving education, livelihoods, and healthcare for marginalized communities in Anekal Taluk, Bangalore Urban District. Our education program enhances foundational literacy in government schools by training and deploying rural women as community-teachers. Additionally, our public health program focuses on improving access to primary healthcare, cardiovascular health, geriatric care, and mental health services.

To strengthen our impact, we are seeking an experienced Lead, M&E to drive the monitoring, evaluation, and learning (MEL) function, ensuring robust program measurement, continuous learning, and strategic insights to drive organizational growth.

The Lead, M&E will be responsible for designing and implementing M&E frameworks, impact assessment tools, and data-driven learning systems across OBLF’s education and health verticals. This role will ensure that all programs are effectively monitored, evaluated, and adapted for maximum impact and efficiency.
Experience Required: 5-7 years in M&E, particularly within education, public health, livelihoods, or social development programs. The ideal candidate should have expertise in data collection, impact analysis, participatory monitoring, and reporting for both internal learning and external stakeholder engagement.
Key Responsibilities
- Monitoring, Data Collection & Analysis
- Design and implement comprehensive M&E frameworks, logframes, and indicators to track program effectiveness.
- Develop real-time data collection systems, integrating quantitative and qualitative methodologies.
- Conduct regular field visits to ensure effective data collection in government schools, community-teacher training, and healthcare initiatives.
- Oversee and manage data integrity, cleaning, and visualization, leveraging tools such as Power BI, Excel, KoboToolbox, SPSS, Stata, or similar M&E platforms.
- Evaluation, Impact Assessment & Learning
- Lead baseline, midline, and endline assessments for OBLF’s programs.
- Develop thematic evaluations and learning reviews to assess effectiveness and recommend improvements.
- Work closely with program teams to translate data insights into programmatic adaptations and innovations.
- Produce impact reports, donor presentations, and learning briefs that showcase program effectiveness.
- Conduct case studies and qualitative research to capture lived experiences and community perspectives.
- Strategic Learning & Capacity Building
- Establish an organization-wide learning agenda, ensuring M&E findings drive strategic decision-making.
- Develop M&E training modules and mentor program staff on data collection and analysis.
- Institutionalize feedback loops for real-time program adjustments based on M&E insights.
- Facilitate quarterly reflection meetings and learning workshops.
- Stakeholder Engagement & Reporting
- Collaborate with funding partners, CSR donors, and government agencies to provide data-driven reports.
- Lead the development of high-quality donor reports, evaluation reports, and policy briefs.
- Support fundraising and proposal development by providing M&E insights.
- Build partnerships with research institutions and policy organizations to strengthen OBLF’s evidence-based advocacy.
- Technology & Innovation in M&E
- Integrate digital monitoring tools and real-time dashboards to enhance data efficiency.
- Leverage geospatial mapping, AI-driven analytics, and participatory digital platforms for more effective program tracking.
Qualifications & Experience
- Education: Master’s degree in Social Sciences, Public Health, Development Studies, Economics, Education, or a related field.
- Experience: 5-7 years in M&E, impact evaluation, or research roles within education, health, livelihoods, or social development programs.
- Technical Skills: Proficiency in data visualization and analysis tools (Power BI, Tableau, Excel, SPSS, Stata, R, or similar) is desirable but not mandatory.
- Expertise:
- Proven experience in quantitative and qualitative research methodologies.
- Designing M&E frameworks, logical frameworks (logframes), Theory of Change models, and impact assessment strategies.
- Strong experience in report writing, donor documentation, and knowledge management.
- Training and capacity-building experience for field teams on data collection and impact measurement.
- Prior experience in rural education models, livelihood programs, or public health interventions is highly desirable.
