The Clinton Health Access Initiative (CHAI) is a global health organization. It works to save lives and reduce disease in low and middle-income countries by helping governments build sustainable, high-quality health systems. In India, CHAI works in partnership with its affiliate, the William J Clinton Foundation (WJCF). WJCF is an independent not-for-profit organisation that supports the Ministry of Health and Family Welfare (MoHFW) on high-priority health initiatives, including infectious diseases, cancer, maternal and child health, and digital health.
Role
The Program Officer will lead efforts to strengthen India’s vaccine-preventable disease (VPD) surveillance system. This role focuses on designing training programs and providing technical guidance to government health officials to ensure a smooth transition of disease monitoring responsibilities to national authorities.
Responsibilities
- Lead the design and delivery of training workshops at national, state, and district levels using cascading models.
- Coordinate with health leadership to identify skill gaps and develop targeted training content and e-learning modules.
- Manage the creation of job aids, automated HR rosters, and performance trackers to improve program efficiency.
- Support government program managers in establishing a culture of data-driven reviews and increased accountability.
- Maintain trust-based relationships with state and district officials to ensure sustainable capacity building.
- Synthesize key project learnings into high-quality reports, briefs, and presentations for stakeholders.
- Travel extensively across various states to monitor the effectiveness of training initiatives and provide on-ground support.
Requirements
- Master’s or Bachelor’s degree in Public Health, Medicine, Management, Public Administration, or related fields.
- 4+ years of field experience in immunization, VPD surveillance, or public sector capacity building.
- Proven ability to develop training modules and conduct technical workshops (ToT models).
- Fluency in English and Hindi is essential for effective communication with diverse stakeholders.
- Advanced proficiency in Microsoft Office, particularly Excel for data tracking and PowerPoint for presentations.
- Strong interpersonal skills with the ability to build professional relationships in multi-cultural environments.
- Entrepreneurial mindset with the capacity to work independently and solve complex programmatic challenges.
- Deep understanding of the Indian public health landscape and immunization contexts.
