Role

HelpAge International seeks a Programme Officer to support the Strengthening Civil Society for Older People’s Rights and Engagement (SCORE) programme. Reporting to the Senior Programme Manager, the officer will lead programme-level monitoring, evaluation, accountability, and learning (MEAL) efforts and support capacity building of civil society organisations (CSOs) across nine countries. The role also involves managing grant compliance, donor reporting, and promoting adaptive, partnership-based programme delivery.

Responsibilities

  • Develop and implement the programme monitoring, evaluation, and learning framework aligned with HelpAge’s Global Impact Framework.
  • Work with partners to establish performance indicators, set baselines, and track outcomes related to campaigns, policy, and fundraising.
  • Lead learning reviews, document significant change stories, and share insights across the HelpAge network.
  • Support integration of accountability and culturally appropriate feedback mechanisms to ensure inclusion of marginalised older people.
  • Coordinate independent evaluations ensuring quality assurance of methodologies and findings.
  • Provide training and capacity building on MEAL and accountability for HelpAge teams, partners, and network members.
  • Oversee grant management in compliance with donor requirements, coordinating with finance teams for planning and timely reporting.
  • Contribute MEAL insights to fundraising, strategic planning, and knowledge sharing initiatives.
  • Promote collaborative and transparent working culture aligned with HelpAge values.

Requirements

  • Degree or professional qualification in MEAL, international development, public policy, social sciences, or related fields.
  • Proven experience managing complex, multi-country programmes and large budgets.
  • Strong skills in partner development, capacity strengthening, programme monitoring, and financial oversight.
  • Excellent communication, negotiation, and representation skills.
  • Commitment to inclusive, locally led development, valuing diversity, inclusion, and safeguarding.
  • Willingness to travel and coordinate priorities across regions.
