The State Manager - Monitoring, Learning & Evaluation (MLE) will play a crucial role in ensuring data-driven program quality and impact. Reporting to the State Program Lead-Safe Water (SW), the State Manager will work closely with the national MLE team to design and implement monitoring and evaluation strategies. The role requires expertise in data collection, analysis, and reporting to strengthen program effectiveness.
Key Responsibilities
Technical Delivery
- Develop and implement an MLE strategy and key performance indicators for the Safe Water Now program.
- Lead program monitoring activities and support national/global teams in research design and data collection.
- Ensure data-driven decision-making through robust methodologies, visualisation techniques, and dissemination of findings.
- Support state teams in survey planning, data collection, and program assessments.
- Ensure data quality through regular reviews and management of MIS systems at the state level.
- Oversee the integration of technology for program tracking, dashboards, and reporting mechanisms.
- Publish reports, articles, and research findings in peer-reviewed journals.
Program Management
- Develop and manage partnerships for research and survey activities.
- Coordinate advocacy efforts with state governments to facilitate MLE initiatives.
- Manage contracts, budgets, and vendor relationships for program evaluation.
- Represent EAII Advisors in meetings, conferences, and stakeholder discussions.
- Ensure seamless coordination with government agencies for data updates and program monitoring.
Team Management
- Lead and mentor a team of MLE professionals.
- Strengthen technical and managerial capabilities of team members.
- Support HR in recruitment and onboarding of new staff and consultants.
Qualifications and Experience
Essential:
- Master’s degree in Statistics, Biostatistics, Population Studies, Economics, Public Health, or related fields.
- 7+ years of experience in monitoring and evaluation, with at least 3 years in a managerial role.
- Strong understanding of MLE frameworks, theory of change, and log frame analysis.
- Experience with public sector IT applications and supply chain management.
- Proficiency in online data collection tools (ODK, Kobo Collect) and dashboard development (Excel, Power BI).
- Strong analytical skills and experience in using MS Excel at an advanced level.
- Experience working with senior government officials and managing large-scale projects.
- Excellent communication, project management, and team leadership skills.
- Willingness to travel (up to 20%) as per program requirements.
Desirable:
- Knowledge of statistical software such as Stata or SPSS.
- Experience in publishing research articles in peer-reviewed journals.
