About
Nilay Foundation works on the productivity of public and philanthropic capital in India. Its stated mission is to strengthen governance, organisational learning and accountability in public systems, and its vision is that India's growth to a $30 trillion economy translates into shared prosperity for every citizen. The organisation frames the problem in spending terms: it cites annual Indian government development spending of roughly USD 323 billion, about 56 percent of the total budget, and notes that India spends close to 85 percent of the UN-recommended 10 percent of GDP needed to meet the Sustainable Development Goals while still ranking 99th on those goals. Its reading of that gap is that inefficiency in public service delivery causes leaks in capital and slows developmental progress. The stated goal is to make every rupee count for the people who need it most. Its approach combines rigorous research, technology, systems thinking and deep contextual knowledge, and it works through partners rather than acting alone.
