About

The State Transformation Commission (STC) is the Government of Uttar Pradesh's policy think tank, set up to drive outcome-based governance, performance monitoring, and evidence-led policy across the state. Approved by the state Cabinet in September 2022, the STC is the restructured successor to the Uttar Pradesh State Planning Commission and functions as the state's equivalent of NITI Aayog. It was operationalised in late 2025 with the appointment of its first CEO.

The commission is chaired by the Chief Minister and includes the Finance Minister, both Deputy Chief Ministers, and ministers across agriculture, social welfare, industry, urban development, water resources, and panchayati raj. It also has non-official members including experts from economics, social science, and agriculture.

Programmes The STC's work centres on three broad areas: policy research and recommendation, project monitoring, and inter-departmental coordination.

  • Policy and Research

The commission makes evidence and data-driven recommendations to the state government on economic policy, development priorities, and governance reforms. It collaborates with research institutions including IITs, IIMs, and global bodies to bring in expertise and best practices. It also works on policies across sectors such as MSME promotion, bioenergy, industrial development, and investment facilitation.

  • Project Monitoring

The STC monitors key government and private sector projects to track progress and flag gaps. It is expected to select around 100 priority projects from each sector for close oversight, with a focus on making sure investment and development commitments translate into outcomes on the ground.

  • Data and Digital Governance

The commission is working toward setting up a State Data Authority that will collate data across government departments, verify it, and use it to inform policy decisions, while maintaining data privacy standards. It also plans to use digital and IT tools to support monitoring and inter-departmental coordination.

  • Broader Development Goals

The STC is central to Uttar Pradesh's ambition to become a $1 trillion economy by 2030 and a developed state by 2047. It is tasked with fostering public-private partnerships, recommending economic reforms, and coordinating across departments to keep growth priorities aligned.
