About

VOPA, Vowels of the People Association, is a Section 8 non-profit founded in 2018 that builds public digital infrastructure for school education and mental health. Its starting premise is that most children in India's government schools are invisible to the system, not through lack of care but because there has never been a reliable way to see them: no real-time data, no school-level evidence, no way to know which child is struggling and where. VOPA builds systems that are owned by governments, run through existing institutions, and designed to last, so that every learner is visible and public spending on them can be accounted for. It applies the same reasoning to mental health, where support remains concentrated in urban centres and private institutions while the communities that need it most are least able to reach it. The organisation works open source, data-driven and community grounded, and states its goal as nurturing 1 million responsible and empowered citizens by 2030.   • Public digital infrastructure: Building the platforms that state education departments use to run teaching, learning and measurement at scale, rather than running parallel programmes of its own.

Impact

VOPA states that its platforms have reached over 3.8 million learners with free digital education, gathered more than 50 million foundational literacy and numeracy data points across Maharashtra, connected over 160,000 teachers and headmasters, and are used by more than 65,000 schools. The organisation says its systems make every child across all 36 districts of Maharashtra visible in terms of what they can read, write and count, and it works in partnership with the State Council of Educational Research and Training (SCERT), Government of Maharashtra.
