In India, EAII Advisors is Evidence Action's technical partner and supports state governments across 11 states on safe drinking water, the school and Anganwadi based National Deworming Day, and iron and folic acid supplementation. This role sits within Evidence Action's India programme team, which provides technical assistance to state ministries of health, education, water, and women and child development.

Role
You will lead all technical assistance to the Government of Uttar Pradesh for the school and Anganwadi based National Deworming Day programme, and for any new programme that comes with the state expansion plan. You will own strategy, policy advocacy, operations planning, supply chain strengthening, capacity building, community mobilisation, and monitoring and evaluation. You will guide the state team, keep the National Office informed on progress and results, and build the government relationships that keep deworming going for the long term.
Responsibilities
- Lead the development of annual workplans and budgets for the state and submit them to the National Office.
- Share regular programme reports and updates with the National Office, spot performance problems early, and recommend fixes.
- Manage the state budget in line with financial policy, and share monthly reports on spending against budget.
- Oversee contracts and budgets so that programmes stay within approved limits and meet compliance standards.
- Lead training and capacity building for the state team and for programme implementation quality.
- Supervise full time staff and short term consultants, give technical guidance, review performance, and approve travel plans, fees and claims.
- Analyse programme performance, capacity and demand data, and use it to adjust plans.
- Assess and document the processes and impact of the technical assistance programmes.
- Prepare state programme reports, briefers, case studies, success stories and advocacy notes.
- Lead advocacy with the Department of Health and other stakeholders so that deworming stays a state priority.
- Engage government stakeholders at state and district level to embed deworming in annual work plans and Programme Implementation Plans.
- Design the state deworming strategy, including a sustainability plan and an exit strategy for technical assistance.
Requirements
- A graduate degree in medicine, business, social sciences, public health, health management or a related field.
- At least 8 years of work experience managing programme related activities.
- At least 5 years of practical experience managing health or nutrition initiatives.
- Strong leadership skills to run a state team and handle daily administrative and human resource matters.
- Experience reviewing and analysing data as a regular discipline.
- Ability to manage tasks, teams, people and money so that budgets, schedules and delivery targets are met.
- Ability to lead by example, take input from others, and energise a team.
- Clear written and spoken communication with people at every level, inside and outside the organisation.
- A critical and process minded thinker who adjusts views when the evidence says so.
- Ability to work under pressure, meet deadlines, and respond to requests on time.
- Experience creating budgets and keeping spending in line with them under set financial procedures.
- Comfort with technology, including Microsoft Office or Google tools, cloud applications and virtual platforms.
- Willingness to travel at least 30% of the time.
- Prior experience running projects in Uttar Pradesh, an entrepreneurial approach to problem solving, and a strong interest in the development sector are all desirable.
