itr.jpeg Transform Rural India works in some of the poorest districts of the country to change how rural development actually reaches people. It does this by standing alongside district administrations, panchayats and community institutions rather than running programmes around them. Its teams are small and field based, living and working in the districts they serve. The aim is a district that can plan, spend and monitor its own development well after the programme ends. This role sits within TRI's Public Policy in Action (PPiA) programme, which places professionals at district headquarters to help local administrations plan and deliver government schemes better.

Role

The District Programme Lead is a problem solver who works shoulder to shoulder with a district administration in Chhattisgarh. You will help the district plan, translate state and central policy priorities into work on the ground, and check whether schemes are truly reaching households. The role mixes analysis with fieldwork, and it depends on the trust you build with officials, field staff and community institutions. The assignment is initially set till March 2027 and is on third party payroll.

Responsibilities

  • Assist the district administration in preparing strong District and Block Action Plans aligned with TADP and ABP priorities.
  • Strengthen the district's data systems by improving how data flows, is analysed and is presented for decisions.
  • Improve delivery of government schemes through better planning, coordination between departments and close monitoring.
  • Conduct ground truthing of schemes and share real time feedback so plans and policy can be corrected as you go.
  • Provide strategic and operational support to the Lakhpati Didi programme under DAY-NRLM to raise incomes of self-help group households.
  • Facilitate convergence of central and state schemes through joint planning with line departments.
  • Integrate Village Prosperity and Resilience Plans with Gram Panchayat Development Plans to widen participatory governance.
  • Document innovations, case studies and field stories, and support peer learning within and across districts.
  • Organise and lead training workshops for district and block officials, field staff and community based organisations.
  • Liaise with local institutions and technical partners to bring in extra support for solutions that work.
  • Travel regularly across blocks and villages in the district to stay close to what is happening on the ground.

Requirements

  • Graduate degree from a recognised university, in any discipline.
  • Minimum of two years of full-time work experience.
  • Must be below 30 years of age.
  • Willingness to travel and work in rural areas.
  • Willingness to be stationed at a district headquarters in one of the select districts of Chhattisgarh.
  • Ability to work with government officials and earn their confidence.
  • Comfort with data: collecting it, checking it, analysing it and presenting it simply.
  • Understanding of how central and state government schemes are planned and delivered.
  • Clear writing skills for action plans, case studies and field reports.
  • Ability to plan and run training workshops for officials and community groups.
  • Patience and care in working with communities and community based organisations.
  • Willingness to learn continuously in a demanding field environment.
  • Ability to work well in a small team and independently when needed.
