EAII Advisors is Evidence Action's technical partner in India, working alongside state governments to run public health programmes that are backed by evidence. Its teams support safe drinking water work, National Deworming Day in schools and Anganwadi centres, and iron and folic acid supplementation. EAII Advisors operates across 10 states and gives technical support to ministries of health, education, water, and women and child development. Evidence Action, its global partner, works in 11 countries with a team of over 900 people and has reached more than 500 million people, delivering over 2 billion deworming treatments and saving the lives of over 15,000 children through its Safe Water Now programme. Role

Evidence Action is looking for a careful, self-driven Officer to join the People and Culture team in Patna. The work is mostly recruitment: running hiring from the first conversation with a hiring manager all the way through to the offer, so that strong people join the Bihar team quickly and have a good experience along the way. The role also supports the wider People and Culture work for the Bihar state team, answering staff questions, helping resolve grievances, shaping HR processes for field staff, and managing joining and exit steps. It reports to the Manager, Talent Acquisition, with a second reporting line to the Senior Manager, People and Culture, and connects the National Office team with the Bihar state office and field staff.

Responsibilities

  • Manage the full recruitment process for assigned roles, from hiring kick-off calls through sourcing, screening, interviews, reference checks and offer.
  • Work with hiring managers to sharpen job descriptions and agree on the knowledge, skills and abilities each role needs.
  • Choose the recruitment channels that suit each role and location, including job boards, social media and professional networks, to build a strong pipeline on time.
  • Conduct phone screens that assess a candidate's qualifications, experience, values and pay expectations.
  • Coordinate interview panels and keep the candidate experience positive throughout.
  • Use AI tools to improve the recruitment process and share suggestions with the reporting manager.
  • Maintain accurate records in the applicant tracking system and recruitment tracker, and provide backup support to other People and Culture team members.
  • Act as the first point of HR support for office-based and field staff in Bihar.
  • Guide staff on HR policies, processes and benefits.
  • Collect and act on feedback from office and field team members, and serve as a trusted contact for conflict resolution and grievance handling, escalating with guidance from the National Office team.
  • Work with the National Office to build and refine HR processes for field staff, and lead orientation and refresher training for field staff in Bihar and other locations.
  • Coordinate joining and exit steps for field staff in Bihar, and support HR data collection and reporting.

Requirements

  • Bachelor's degree in Human Resources, Business Administration or a related field, or equivalent work experience.
  • Minimum 4 years of experience in recruitment.
  • Exposure to wider HR operations such as onboarding or employee relations is preferred.
  • Familiarity with applicant tracking systems, HRIS platforms and other HR tools.
  • Experience supporting field-based or state-level teams, ideally in the development or public health sector.
  • Strong interpersonal and communication skills, written and spoken.
  • Fluency in English and Hindi.
  • Ability to keep employee information confidential and handle sensitive matters with care.
  • Strong organisational and time management skills.
  • Ability to manage several priorities and deadlines at once.
  • Proficiency in MS Word, Excel and PowerPoint.
  • Comfort working in a fast-moving environment.
  • Curiosity about AI and automation tools for recruitment or HR work, or direct experience using them.
  • Legal authorisation to work in India, as the role does not come with visa sponsorship.
