UMEED has been working with women from low-income communities of Hyderabad since 2014, building deep ground-level experience to create sustainable interventions for empowering women. Through FirstLeap, one of its flagship interventions, Umeed helps women become job-ready and places them in entry-level jobs, using a 3-bucket focus on skill building, mindset development, and access to exposure. The organisation aims to build the spirit of "Voice, Choice and Agency" in women, empowering them to take charge of their own lives while becoming proactive catalysts for sustainable change in their communities.

Role

As the Senior Outreach & Government Liaising Lead/Manager at Umeed, you will play a strategic role in building and sustaining relationships with government stakeholders and ensuring regulatory compliance. You will champion advocacy efforts, secure necessary permits, enable smooth coordination, and represent the organization across multi-stakeholder platforms to advance program effectiveness and influence policy outcomes.

Responsibilities

• Cultivate and maintain strong connections with government authorities at national, state, and local levels
• Coordinate meetings, official visits, workshops, and negotiations with ministries, local councils, and regulatory bodies
• Monitor and analyze policy, regulatory, and legislative developments, and advise senior leadership accordingly
• Identify potential partners, including NGOs, UN agencies, and community leaders, and pursue collaboration
• Represent the organization in clusters, consortia, forums, and coordination platforms
• Develop briefing notes, position papers, talking points, and policy updates for internal and external audiences
• Oversee acquisition and renewal of government approvals, permits, and licensing in collaboration with Finance and Program teams
• Maintain robust tracking systems for permits, visas, and official documentation
• Ensure adherence to NGO regulatory requirements, immigration, taxation, and administrative laws
• Train field and program teams on government engagement protocols and best practices
• Provide weekly/monthly summaries to the Country Director and leadership on government relations
• Contribute to strategic planning and operational risk assessments focused on government interaction

Requirements

• Minimum 5 years of experience in government liaison, outreach, advocacy, or external relations within NGOs, INGOs, or government bodies
• Successfully navigated complex governmental approval processes and regularly interacted with senior officials
• Bachelor's degree in Public Administration, International Relations, Political Science, Law, Development Studies, or equivalent (Master's preferred)
• Strong analytical skills to review policy documents and produce briefing notes or position papers
• Excellent communication, negotiation, and stakeholder management skills
• Ability to work effectively under pressure with high organizational skills and attention to detail
• Culturally sensitive, adaptable, and open to travel
• Proficient with Microsoft Office; experience with CRM systems or databases a plus
• Proficiency in English required; Telugu and Hindi preferred
