CivicDataLab works at the meeting point of data, technology, design and social science to make governance more open and participatory. They team up with governments, non-profits, think tanks, media houses and universities to help them use data and technology better for public decisions. Their work spans digital public infrastructure, climate action, public finance, urban development, open contracting, and law and justice, and they have built tools like open data platforms, data exchanges, AI models and citizen apps for governments in India and other countries.

Role

A Public Policy Fellow who builds relationships with government departments and institutions in Kerala, carries out policy research, and supports CivicDataLab’s work on data-driven governance and digital public infrastructure.

Responsibilities

• Build long-term relationships with government departments, public institutions, universities and civil society groups
• Carry out policy and sector research, including stakeholder mapping, field visits and reviewing relevant rules and frameworks
• Prepare meeting notes, research briefs, presentations and policy recommendations in simple, clear language
• Plan and run workshops, consultations and other meetings with stakeholders
• Study government priorities and challenges, and spot opportunities for partnerships and data use
• Work with internal teams and external partners to build and support collaborations, including training and guidance materials
• Contribute to CivicDataLab’s research and publications on topics like data governance, responsible AI, language technology, climate resilience and digital public infrastructure

Requirements

• Master’s degree in Public Policy, Political Science, Development Studies, Economics, Social Sciences, Management, Technology or a related field
• 1 to 2 years of experience in stakeholder engagement, public policy, research, consulting or development sector work
• Strong written and spoken communication skills, with the confidence to build relationships with government and other stakeholders
• Fluent in Malayalam and English
• Good research skills, with the ability to pick up new policy areas quickly and summarise information clearly
• Willing to work in a hybrid setup with regular field visits and government meetings
• Experience with government datasets, open data platforms or data repositories is a plus
• Comfortable with Excel or Google Sheets, data visualisation tools, or basic Python or SQL is a plus
• Interest in data, AI, digital public infrastructure or technology is a plus
• Prior experience working with state government departments or public institutions is a plus
• Experience in stakeholder consultations, community work or partnership building is a plus
• Knowledge of Indian language datasets or linguistic resources is a plus
