Language and Learning Foundation (LLF)

Language and Learning Foundation (LLF) is a nonprofit working to improve Foundational Literacy and Numeracy outcomes across India. LLF partners with state governments to strengthen teacher capacity, classroom practices, and academic systems through technical support and large-scale implementation.

Role

The State Lead will anchor programme planning, coordination, and execution for LLF's Foundational Literacy and Numeracy work in Bihar. Working closely with SCERT, the Bihar Education Project Council, and district teams, this role ensures LLF's technical support translates into strong classroom outcomes across the state and demonstration districts.

Responsibilities

• Lead annual, quarterly, and monthly implementation plans aligned with government priorities
• Track milestones, deliverables, and timelines, and solve implementation bottlenecks as they arise
• Build strong working relationships with SCERT, BEPC, DIETs, and district and block-level officials
• Represent LLF at state-level meetings and review forums
• Lead planning and implementation of demonstration district models, and document learnings for scale-up
• Coordinate across LLF's academic, programme, and field teams to keep design and implementation aligned
• Set up strong systems for tracking progress and using field data to guide decisions
• Support capacity building for district teams and field staff
• Prepare high-quality programme documentation, progress reports, and donor reports
• Conduct regular field visits to support trainings, reviews, and quality checks across districts

Requirements

• Master's degree in Education, Social Sciences, Public Policy, or a related field
• 6 to 8 years of experience in programme management within education or development, including working with government systems like SCERT or DIETs
• Experience managing state-level or multi-district programmes
• Experience leading teams and coordinating across multiple stakeholders
• Strong programme planning, execution, and problem-solving skills
• Strong stakeholder management and relationship-building ability
• Comfortable working within complex government systems
• Effective communication skills and ability to manage multiple priorities and deadlines
• Experience with foundational literacy and numeracy programmes preferred
• Familiarity with NIPUN Bharat or similar national initiatives preferred
• Willingness to travel extensively across districts
