Transform Rural India (TRI) works to strengthen grassroots governance and improve the lives of rural communities across India. Through the VOICES project, a multi state initiative in partnership with Stanford University and IIT Gandhinagar, TRI strengthens women Sarpanches and their engagement with women citizens, building on the social capital that already exists in villages. The project runs a 4 phase training programme for women Sarpanches, builds peer networks that allow them to act collectively, and supports Mahila Sabhas that create structured dialogue between women citizens and their Sarpanches.
Role
The State Programme Lead sets up and leads the rollout of the VOICES project across Chhattisgarh, while also anchoring ongoing work in Jharkhand. This role leads a team of District Programme Leads and local Community Resource Persons, liaises closely with state, district and block level government offices, and monitors the overall progress of the programme across both states.
Responsibilities
- Lead the rollout of the programme across districts, including staff recruitment, systems setup and putting the right processes in place
- Supervise, guide and support District Programme Leads and their teams of Community Resource Persons
- Coordinate closely with the project manager and research team at the central and state level
- Secure programme permissions and maintain ongoing liaison with state, district and block government offices
- Engage with Panchayati Raj Institutions and community stakeholders to support smooth programme operations
- Maintain accurate records of training, network meetings and community mobilization, using TRI's documentation system for regular progress reporting
- Lead collaboration with government bodies at the state, district and block levels alongside TRI's operations team
- Coordinate with local government and community institutions to support execution at the district level
Requirements
- Graduate or postgraduate degree, preferably in social sciences, public policy, development studies or a related field
- At least 5 years of relevant work experience, including a minimum of 2 years in senior field coordination or programme management
- Experience in development projects, training, and facilitating gender sensitivity and mainstreaming
- Experience engaging with state or district government officials and navigating administrative processes
- Prior experience supervising field teams across multiple locations
- Rural exposure, including experience living or working in rural settings for sustained periods, preferably in the project areas
- Proficiency in English and Hindi, both spoken and written. Knowledge of Chhattisgarhi or other local dialects is an advantage
- Comfortable using digital devices and software for day to day management and documentation
- Open only to women candidates, in line with the programme's focus on women's leadership and governance
