Language and Learning Foundation (LLF) is a non-profit based in New Delhi that works so every child can read, write and learn well, whatever their background. LLF trains teachers and teacher educators, builds and shares knowledge, and runs programs together with state governments. Over more than ten years, this work has improved learning for over 850,000 children and changed how more than 250,000 teachers and teacher educators run their classrooms across eight states. Role

The State Project Manager is the main operational lead for LLF's work in Chhattisgarh. You will make sure programs in the assigned districts run on time, at good quality, and in step with state plans. The districts are Balod, which runs Foundational Literacy and Numeracy (FLN), and Bastar, Dantewada and Jashpur, which run Multilingual Education (MLE). Academic leadership stays with the State Head and the academic specialists. Your job is to make plans actually happen on the ground: systems that work, teams that are supported, and problems caught early using field visits and data. This is a fixed term contract, based in the Raipur office, with frequent travel to districts and blocks. You will report to the State Head and District Program Managers will report to you.

Responsibilities

  • Oversee day-to-day implementation of LLF programs across assigned districts, ensuring adherence to approved plans, timelines, and quality standards
  • Anchor demo-level cadence meetings and participate in monthly central-level review meetings
  • Support the State Head in finalizing donor reports and the annual work plan
  • Track implementation progress across districts and blocks, proactively identifying and resolving bottlenecks
  • Conduct frequent field visits to monitor implementation quality and mentor district teams
  • Serve as the district-level anchor for organizational processes, government partnerships, and briefings with District Education Office and DIET
  • Provide direct supervision, guidance, and mentoring to District Program Managers (DPMs)
  • Work closely with the M&E Officer to review program data, dashboards, and field-level insights
  • Coordinate with the Sr. Accounts and Admin Associate for logistics, material approvals, and operational planning
  • Monitor operational expenditure and ensure compliance with organizational policies on procurement, travel, and documentation
  • Proactively identify operational risks and act as the first point of escalation for operational issues
  • Support state-level reporting, program reviews, and donor or government engagements

Requirements

  • Master's degree in Education, Social Sciences, Management, Public Administration, or a related field
  • Additional certification in Project Management, Operations, or Monitoring & Evaluation an advantage
  • 10-15 years of relevant experience managing large-scale education or development programs
  • Strong track record of field-based program implementation, preferably within government school systems
  • Demonstrated experience managing multi-location teams and district-level operations
  • Prior experience working directly with district and state government systems highly desirable
  • Strong operational and execution-focused mindset with close attention to detail
  • Excellent people management and cross-team coordination skills
  • Proficiency in MS Office (especially Excel), Google Workspace, and AI tools for program work
  • Strong communication skills in English and Hindi; familiarity with Chhattisgarh's local context and languages a plus
