CivicDataLab

CivicDataLab is a research lab based in India that works at the intersection of data, technology, design, and social science to strengthen civic engagement and enable data-driven governance. The organisation believes in harnessing the potential of open knowledge movements so that citizens, governments, and civil society can make better, more informed decisions in matters of public reform.

Headquarters: India (remote-first organisation) Sectors: Public Finance, Law and Justice, Open Contracting, Urban Development, Climate Action, Digital Public Goods and Responsible AI
What They Do
CivicDataLab's core function is to build and maintain open data platforms, data tools, and AI-enabled applications that make public information accessible and usable. The team works across five thematic areas:
Law and Justice – CivicDataLab creates and curates high-quality public datasets in the areas of law and justice, builds open data portals to improve information access, and conducts trainings and workshops to build data and technology capacity among partner organisations.
Public Finance -- The lab tracks the flow of public money from government budgets all the way through to procurements, building open-source tools to visualise and analyse this information so that citizens and watchdog organisations can hold governments accountable.
Open Contracting -- CivicDataLab works to make public procurement data open and machine-readable, enabling civil society and policymakers to identify patterns, inefficiencies, and red flags in government spending.
Urban Development -- The team works on urban governance by facilitating citizen engagement through open data platforms. This includes working with communities to generate information relevant to their own well-being, especially during disasters.
Climate Action -- CivicDataLab co-creates data collaboratives and tools for climate-related decision making, working with multiple stakeholders to build data and AI capacities that inform public policy and citizen action.
Digital Public Goods and Responsible AI – The lab co-creates people-centric digital public goods and strengthens digital public infrastructure through open data platforms, data exchange tools, intelligent data science models, AI-enabled chatbots, and citizen-facing apps. All solutions are built on privacy-by-design principles.
Major Projects and Initiatives
- Justice Hub – An open data platform for India's judiciary that consolidates court data to support researchers, lawyers, and policy advocates working on legal reform.
- Open Budgets India (OBI 2.0) - A platform that tracks government budget data across central and state governments in India, making fiscal information accessible and comparable.
- Open Contracting India – A project spanning multiple states including Assam and Himachal Pradesh, focused on opening up public procurement data and making it machine-readable and analysable for accountability purposes.
- Zombie Tracker - A tool that tracks cases under laws that have been struck down or lapsed but continue to be used in courts, exposing systemic gaps in the legal system.
- Tracking POCSO Act Implementation - A data-driven research initiative that analyses the implementation of child protection laws across Indian courts, using court data to understand delays and gaps in justice delivery.
- Budgets for Justice - A project that connects public finance data with legal outcomes, examining how budget allocations relate to justice sector performance.
- CivicDataSpace - A Digital Public Good (DPG) initiative that serves as a data exchange platform to enable responsible data sharing across sectors.
- ParakhAI - An AI-enabled tool developed under the DPG and Responsible AI vertical, focused on making data more accessible and actionable.
- PetaBencana - An urban disaster data platform that works with communities in cities to crowdsource and map real-time information during flood events, particularly active in South and Southeast Asia.
- Intelligent Data Solution for Disaster Risk Reduction (IDSDRR) - A climate action initiative that builds intelligent data systems to support disaster preparedness and response.
- Bangkok Metropolitan Administration Flood Risk Management Platform - A collaborative project to build a flood risk data platform for city administrators, integrating multiple data streams for climate adaptation planning.
- Dataset Onboarding Support Team (DOST) for Bhashini and AIKosh - A project supporting India's national language AI mission by helping onboard datasets into government-led open data repositories.
- The State of Free and Open Source Software in India - A research and documentation initiative that maps the landscape of free and open-source software usage and contributions in India.
- Girl Education Spending Tracker - A public finance tool that monitors government spending on girl child education, helping advocates and policymakers identify gaps in budget execution.
CivicDataLab is a rare space in India where technologists, designers, data scientists, and social scientists work side by side on problems that actually matter in public life. The work sits at the point where code meets policy and where a well-built dataset can shift how a government spends money or how a court delivers justice. For people who want their technical skills to have civic meaning, this is an uncommon opportunity.
