WJCF is an Indian nonprofit affiliated with the Clinton Health Access Initiative (CHAI), a global health organisation working to reduce disease burden in low and middle-income countries. Since 2007, WJCF has partnered with India's Ministry of Health and state health departments across TB, HIV, maternal health, cancer, and digital health.
The TB Household Contact Management (TB-HCM) project is a two-year initiative in Bihar and Uttar Pradesh to improve TB Preventive Treatment coverage among household contacts of TB patients, with a focus on children under five. It aims to reach over 2 million people through community health workers and general health systems.

Role
You will lead the design and execution of behaviour change communication, training, and digital content strategies for the TB-HCM project. Reporting to the National Programme Manager, you will build content and learning systems that guide household contacts, caregivers, and frontline health workers through the TB screening and treatment completion process. You will also lead the programme's AI-assisted Hindi short-form video initiative and produce communications products for government and donor audiences.
Responsibilities
- Design and lead audience-specific behaviour change communication strategies across the TB screening and treatment cascade for patients, caregivers, and frontline workers
- Apply behavioural science principles to address key drop-offs such as caregiver hesitancy, ASHA workload barriers, and engagement gaps
- Conduct formative research and pre-test all materials with target audiences before scale-up
- Develop practical counselling tools such as job aids, flipbooks, and scripts for frontline workers covering screening, treatment initiation, and follow-up
- Build a BCC measurement framework to track message recall, attitude shifts, and behaviour change outcomes
- Design cadre-specific training curricula for ASHAs, TBHVs, CHOs, and other frontline staff with clear learning objectives and assessment tools
- Develop and manage Training-of-Trainers cascades and refresher training cycles across 35 districts
- Create on-the-job mentoring tools, supervision checklists, and peer-learning aids to support field learning
- Lead the production of short-form Hindi video content including Reels, WhatsApp videos, and microlearning modules for frontline workers
- Oversee AI-assisted content production workflows including scripting, voice-over generation, translation, and quality control
- Build and manage a content asset library with a clear distribution strategy through NTEP and state platforms
- Manage end-to-end agency relationships including RFP development, contracting, and performance oversight for design, video, and translation partners
- Develop briefing notes, dashboards, and progress updates for government stakeholders including CTD and State TB Cells
- Support donor communications through impact narratives, case studies, and contributions to formal reports
- Document learnings, best practices, and case studies from the TB-HCM rollout for internal and external use
Requirements
- Bachelor's or postgraduate degree in Mass Communications, Journalism, Public Health, Behavioural Science, Development Communication, Design, or a related field
- Minimum 5 years of experience in public health communications with a strong track record in BCC and training content for frontline health workers in Hindi-speaking states
- Demonstrated experience in human-centred design, formative research, and iterative pre-testing of IEC and BCC materials
- Proven experience designing training curricula, ToT cascades, and on-the-job mentoring tools for community health workers
- Familiarity with NTEP IEC standards, NHM communication frameworks, and CTD approval processes
- Working knowledge of AI content tools such as ElevenLabs, HeyGen, or Synthesia and video production workflows
- Strong agency management experience including creative briefing and quality oversight
- Native or near-native Hindi writing skills with regional UP and Bihar fluency; excellent English written and spoken communication
- Able to synthesise technical guidelines, SOPs, and clinical content into simple, accessible language
- Willing to travel at least 25 percent of the time across Uttar Pradesh and Bihar
