The National Skill Development Corporation (NSDC) helps young people across India learn skills that lead to good jobs. It was set up in 2008 as a not-for-profit company under the Ministry of Skill Development & Entrepreneurship, and it is jointly owned by the government and the private sector. NSDC funds training organisations, start-ups and enterprises through grants, low-cost loans and other financial support, so that money is not a barrier to learning a skill. As the main implementation and knowledge partner of the Skill India Mission, it works with many partners to build training that meets what employers need today and in the future.

Role

As Manager for Impact Measurement & Outcomes, you will own how the programme measures, checks and learns from its results. You will set up the monitoring, evaluation and learning (MEL) system, make sure outcome data is accurate and ready for payments and reviews, and turn that data into clear insights for leaders, funders and training partners. You will work closely with technology teams so that tracking and verification are built into the programme's systems.

Responsibilities

• Design and keep improving the MEL (Monitoring, Evaluation and Learning) framework, outcome indicators, verification steps, and reporting standards
• Set clear outcome definitions, data collection methods, quality checks, and learning processes, in line with outcome-based financing (OBF) principles
• Check outcome verification reports and make sure outcome data is ready for payment calculations, programme reviews, and decisions
• Track programme performance against outcome targets, KPIs, and learning indicators, and spot areas to improve
• Study outcome trends, provider performance, and beneficiary outcomes to pull out useful insights
• Create learning products, impact reports, case studies, and knowledge resources to help improve and scale programmes
• Build MEL indicators, reporting needs, and verification steps into technology platforms and MIS systems
• Work with Technology and Data teams to build dashboards, outcome tracking tools, and performance monitoring systems
• Make sure data quality, governance, and system integrity are maintained throughout the programme
• Act as the main point of contact for MEL between the programme unit, MEL partners, technology partners, funders, and training providers
• Prepare outcome reports, impact updates, and summaries for leadership and governance committees
• Support decisions backed by evidence, through performance reviews, presentations, and recommendations

Requirements

• Postgraduate degree in Public Policy, Economics, Statistics, Management, Development Studies, -Social Sciences, Data Analytics, or a related field
• 8 to 12 years of experience in Monitoring & Evaluation (M&E), impact assessment, research, programme analytics, livelihoods, skilling, development finance, or outcome-based programmes
• Experience managing third-party evaluations, MEL frameworks, verification agencies, or large government or development programmes
• Strong analytical and number-crunching skills
• Strong skills in managing stakeholders, reporting, and communication
