The Uttar Pradesh government's One Trillion Dollar Chief Minister Fellowship (OTD CM Fellow) program places fellows at the district level to support economic growth and data-driven governance. Fellows work within District OTD Cells to strengthen planning, data management, and reporting under the One Trillion Dollar economy initiative. The program is managed by the State Transformation Commission.

Role

You will collect, clean, and analyse data from multiple sources to give district and state leadership reliable, up-to-date information for decision-making. Working within the District OTD Cell, you will build dashboards, track performance indicators, and help the district use data more effectively to drive economic development.

Responsibilities

• Collect, clean, process, and analyse data from multiple sources to identify trends and build performance indicators
• Prepare data reports and present findings to the District OTD Cell and state teams
• Support the development of advanced analytical tools, AI-based processing systems, and real-time dashboards for district-level decision-making
• Coordinate with departments and field teams to ensure timely and accurate data collection and verification
• Assist in preparing quarterly and annual progress reports for senior leadership and the Planning Department
• Support scientific analysis of district-level program data, real-time monitoring, and KPI-based evaluation
• Help identify investment opportunities and economic potential through data-driven analysis

Requirements

• First class or minimum 60% marks (or equivalent CGPA) from a recognised institution in Statistics, Applied Statistics, Econometrics, Data Science, Operation Research, or Developmental Studies at postgraduate level; or MCA, MBA, B.Tech, or B.E.; or Chartered Accountancy (full-time degree)
• Proficiency in spoken and written Hindi (Devanagari script)
• Maximum age of 40 years as on the last date of application
• Knowledge of tools such as R, Python, Stata, and MS Excel is an advantage
• Published research or policy papers in reputed national or international journals is preferred
• Relevant work experience in data, projects, or field work is preferred
• Willingness to work in the field

Benefits

• ₹50,000 per month
• Laptop up to ₹40,000 in value provided by the Planning Department; to be retained on successful completion of 3 years
• Free or subsidised accommodation at the district level; if unavailable, ₹10,000 per month housing allowance
• Travel allowance for training programs, review meetings, and workshops
• Age relaxation benefits under UP government rules for competitive exam aspirants
• 12 days of leave per year
• 2-week initial training followed by refresher training every 6 months
