The Uttar Pradesh government's One Trillion Dollar Chief Minister Fellowship (OTD CM Fellow) program places fellows at the district level to support economic growth and data-driven governance. Fellows work within District OTD Cells to strengthen planning, coordination, and reporting under the One Trillion Dollar economy initiative. The program is managed by the State Transformation Commission.

Role

You will provide analytical, policy, and coordination support to the District OTD Cell to help drive economic development at the district level. This is a full-time, field-based fellowship where you will work closely with government departments, industry bodies, experts, and field teams to identify opportunities and strengthen decision-making through data and evidence.

Responsibilities

• Prepare quarterly reports for the District OTD Cell by coordinating with relevant departments
• Analyse district-level data and share findings with the cell and state teams through a dedicated online dashboard
• Identify and map economic activities related to district development and prepare detailed analyses
• Prepare high-quality policy notes, presentations, and analyses to support evidence-based decision-making for senior leadership
• Monitor progress on key priorities of the One Trillion Dollar economy program and strengthen inter-departmental coordination
• Engage regularly with departments, industry bodies, experts, and field teams to identify development opportunities and investment possibilities
• Support the organisation, facilitation, and documentation of stakeholder consultations, workshops, and meetings
• Conduct scientific analysis of district-level program data, real-time progress monitoring, and KPI-based evaluation
• Work toward developing AI-based tools and real-time dashboards to strengthen data-driven decision-making at the district level

Requirements

• First class or minimum 60% marks (or equivalent CGPA) from a recognised institution in Economics, Applied Economics, Econometrics, Public Policy, or Developmental Studies at postgraduate level; or MBA, B.Tech, or B.E.; or Chartered Accountancy (full-time degree)
• Proficiency in spoken and written Hindi (Devanagari script)
• Maximum age of 40 years as on the last date of application
• Published research or policy papers in reputed national or international journals is preferred
• Relevant work experience in projects, programs, or related field work is preferred
• Willingness to work in the field

Benefits

• ₹50,000 per month
• Laptop up to ₹40,000 in value provided by the Planning Department; to be retained on successful completion of 3 years
• Free or subsidised accommodation at the district level; if unavailable, ₹10,000 per month housing allowance
• Travel allowance for training programs, review meetings, and workshops
• Age relaxation benefits under UP government rules for competitive exam aspirants
• 12 days of leave per year
• 2-week initial training followed by refresher training every 6 months
