eGov Foundation

egov1 (1).jpg eGov Foundation is a tech-for-good organisation working to improve public service delivery at speed and scale. It builds DIGIT, an open source platform that helps governments modernise public services, and it also advises countries on using digital public goods and builds networks that help governments and communities adopt digital solutions faster. DIGIT has already reached over 160 million citizens directly, and touches the lives of over 2.5 billion people worldwide through local governance, public health, public finance, water, sanitation and climate work. eGov's work spans 10 countries globally and 2,600 towns and cities across 16 states in India.

Role

As Solutions Architect, you will design large digital systems on the DIGIT platform, with a main focus on Public Finance Management (PFM), the systems governments use to plan, spend and track public money. You will turn government rules and needs into designs that can grow, be reused and be built by engineering teams and partners. You will work with government officials, development partners, product and engineering teams from early discovery through to launch and beyond, and help shape DIGIT Studio, the tool for building apps on DIGIT. The role is on-site in Bengaluru.

Responsibilities

  • Lead end to end solution architecture for Public Finance Management (PFM) products and digital solutions built on DIGIT
  • Work with government, development partners, product and programme teams to understand business needs, user needs, data requirements and operational constraints
  • Turn requirements into scalable solution designs covering services, APIs, data models, workflows, integrations, security and auditability
  • Decide whether requirements should be met through existing DIGIT capabilities, configuration, product extensions, reusable components or new services
  • Define High Level Designs, solution blueprints and, where needed, Low Level Designs for complex components and integrations
  • Make sure solutions are modular, API driven, configurable, reusable and interoperable, with minimal custom work
  • Spot key architectural risks, dependencies and trade-offs, and document important decisions through Architecture Decision Records
  • Drive reuse of DIGIT's core services and shared platform capabilities across products and solutions
  • Define and review patterns for service boundaries, APIs, workflows, data exchange, identity and access management, notifications, audit, storage, search and external integrations
  • Contribute to the evolution of DIGIT Studio as a platform for configuring, composing and extending DIGIT based applications, reviewing it for extensibility, configurability, multi-tenancy, performance, accessibility, security and integration
  • Spot common capabilities that can become reusable platform components, and make sure the architecture supports sustainable evolution, versioning and upgrades without fragmenting the platform
  • Act as a technical advisor to government departments, development partners and programme leadership during discovery, solution definition and implementation planning
  • Explain solution options, technical trade-offs, dependencies, integration requirements, security considerations and operational implications to both technical and non-technical stakeholders
  • Lead technical workshops, solution walkthroughs, architecture reviews and technical discussions, and give technical direction to internal engineering teams and implementation partners
  • Review partner architecture, solution designs, API contracts and key technical decisions, and provide architecture sign-off where required
  • Set up architecture checkpoints across design, development, UAT and production readiness, and make sure implementation partners follow agreed architecture, engineering, quality and production readiness standards
  • Work with product and programme teams to identify technical dependencies, sequence delivery and define critical paths
  • Define and validate requirements for scalability, availability, performance, resilience, disaster recovery, observability, backup and restore, and capacity planning
  • Define integration patterns covering retries, timeouts, circuit breakers, idempotency, asynchronous processing, reconciliation and schema or version management
  • Make sure solutions include appropriate security, privacy, access control and auditability, working with InfoSec, DevOps and engineering teams to manage architecture level risks
  • Make sure solutions are designed to run reliably in large scale, multi-tenant and multi-instance production environments
  • Build and maintain reference architectures, reusable patterns, solution templates, design guidelines, architecture checklists and Architecture Decision Records
  • Run architecture and engineering enablement sessions for internal teams and implementation partners, and mentor engineers and technical leads on architecture, solution design and engineering practices
  • Help improve architecture and solutioning standards across eGov and the DIGIT ecosystem
  • Promote appropriate use of AI assisted engineering and other new technologies where they add real value, with the right quality, security, privacy and human oversight safeguards

Requirements

  • Bachelor's degree in Engineering, Computer Science, Information Technology or a related field
  • 8 to 12 years of experience in software engineering, solution architecture, enterprise architecture or technical leadership
  • Proven experience designing and delivering large scale, distributed digital platforms or enterprise solutions
  • Experience turning complex business and process requirements into scalable technology solutions, working directly with senior technical and business stakeholders
  • Experience working with government, public sector, development partner or multi-vendor ecosystems is strongly preferred
  • Experience giving technical direction and mentoring to engineering teams and implementation partners
  • Strong understanding of Public Finance Management processes and digital government finance systems is preferred, along with the ability to turn complex government processes into configurable, interoperable digital solutions
  • Strong expertise in microservices, API driven and distributed system architecture
  • Strong understanding of Java/Spring Boot or similar backend technologies, REST APIs and integration patterns
  • Experience with PostgreSQL or other relational databases and data modelling
  • Strong understanding of cloud native architecture, containers, Kubernetes, CI/CD, observability and production operations
  • Working knowledge of Git, Maven, Jenkins, YAML/JSON and OpenAPI/Swagger
  • Experience designing integrations with external, departmental and legacy systems
  • Understanding of multi-tenancy, configuration driven platforms and platform engineering
  • Knowledge of Elasticsearch, Node.js and React.js or similar technologies is an advantage
  • Exposure to Digital Public Infrastructure, Digital Public Goods, LLM APIs, RAG or agentic frameworks is an advantage
  • Able to evaluate solution options and clearly explain trade-offs, assumptions, risks and dependencies
  • Strong understanding of reusability, extensibility, configuration over customisation and platform architecture
  • Strong understanding of SDLC, DevOps, release management and production readiness practices
  • Strong documentation skills, including HLD/LLD, architecture diagrams, API contracts and Architecture Decision Records
  • Strong communication skills with government officials, development partner leadership, product and programme teams, engineers and implementation partners
  • Able to simplify complex technical ideas and help teams reach technical decisions
  • Strong collaboration skills across different teams, with experience running architecture reviews, technical workshops, solution walkthroughs and enablement sessions
  • Comfortable working in line with open source, Digital Public Good and citizen centric technology principles

Benefits

  • Opportunity to work on projects with real potential for large scale social impact, both nationally and globally
  • Mentorship from leading experts across eGov's ecosystem
  • Chance to use technology for public good, helping improve public services for citizens
  • Opportunities to grow and lead, with scope to shape your own career in an innovative, collaborative environment
