It partners with government TB programmes, private doctors and community groups so that families do not have to travel far or pay heavily to get care. Its work covers finding TB early, supporting people through the full course of treatment, and building the skills of health workers at district and state level. TB survivors and affected communities are part of how the organisation designs and delivers its programmes. This role sits within TBAI's Telangana team for the Global Fund TB project, which decentralises paediatric TB care across public and private health services and runs active case finding with AI enabled handheld X-ray devices.

Role

The State Technical Manager will lead implementation of a project decentralizing pediatric TB care services and enhancing case detection through Active Case Finding with handheld X-ray devices across selected districts in Telangana. This is a 3-year project role, running until March 2027, reporting to the State Director.

Responsibilities

  • Lead and oversee project operations at the state level and keep delivery on plan.
  • Build and sustain working relationships with state NTEP officials, regional and state WHO consultants and the Mission Director of NHM.
  • Advocate and network with state officials, the Indian Academy of Pediatrics, Women and Child Development, RBSK and RKSK and medical associations to open partnerships that reach district officials.
  • Ensure an uninterrupted supply of diagnostics, drugs and consumables under the project.
  • Create state level strategies for effective implementation and resolve challenges at state and sub state level as they arise.
  • Provide technical and administrative supervision to the state team so programmatic and financial targets are met.
  • Conduct quality monitoring and supportive supervision against agreed targets.
  • Support the State TB Cell with Project Implementation Plan budgeting and offer technical leadership on issues and solutions.
  • Conduct Continuing Medical Education sessions and training for public and private healthcare providers, and run capacity building sessions for the project team.
  • Drive private sector engagement across intensive, light and technical support districts.
  • Plan state and district level trainings of trainers with multi sector officials, including state specific content, modules and workshops.
  • Facilitate state and district TB forums and involve TB Champions so that children with TB complete their treatment.
  • Support the state in identifying a medical college as a centre of excellence for paediatric TB and shape approaches for extrapulmonary and complicated cases.
  • Represent the programme in government forums, partner meetings and professional medical association meetings.
  • Assist the State Director with monthly, quarterly and annual reports for the State TB Cell and the Principal Recipient, and run periodic planning and review meetings.

Requirements

  • MBBS, BDS or BAMS with programmatic experience, or a postgraduate degree in MSW along with an MPH.
  • At least 7 years of professional experience managing state level health programmes.
  • Proven experience of working with government departments and officials.
  • Experience of implementing capacity building programmes and strengthening health systems.
  • Excellent spoken and written English.
  • Working knowledge of Telugu is essential.
  • Understanding of the TB programme and of how the private health sector works is preferred.
  • Ability to liaise with stakeholders across government, private healthcare providers, civil society and communities at state level.
  • Familiarity with using monitoring and evaluation data in programme management.
  • Sound computer skills, including internet use, MS Office and data analytics.
  • Ability to prioritise and work independently while being a team player in a complex, multicultural setting.
  • Willingness to be based at the state headquarters in Hyderabad.
  • Willingness to travel extensively to project districts.
