Role
The Consultant will help strengthen partnerships for youth livelihoods, covering wage employment, self-employment, and entrepreneurship, to create sustainable opportunities for young people at scale. This includes driving government engagement to scale up YuWaah-supported livelihood models, building partnerships for new scalable livelihood models, and developing an outcome-based financing approach to strengthen livelihood outcomes within government systems. This is a 14.5 month, office based consultancy with travel, open only to Indian nationals.
Responsibilities
- Drive government engagement for the continued scale-up of YuWaah supported livelihood models.
- Identify and build partnerships for new, scalable wage employment, self-employment, and entrepreneurship models, mainly with government but also other stakeholders.
- Support their scale-up and long term sustainability.
- Develop an outcome based financing or pay by results approach for livelihood programmes.
- Facilitate related partnerships to strengthen livelihood outcomes within government systems, in select states and at the center.
Requirements
- Master's degree in Public Policy, Economics, Rural Development, International Development, or a related field.
- Minimum 10 years of experience in livelihoods or rural development programmes, including at least 5 years in leadership or consulting roles involving government partnerships or policy engagement.
- Experience working with central or state government bodies such as MoRD, NRLM/SRLMs, or MSDE.
- Experience managing large scale rural development or livelihood programmes involving multiple partners and agencies.
- Knowledge of outcome-based financing approaches in skilling, livelihoods, or other social development programmes is an advantage.
- Fluency in English is required.
- Experience working with multilateral or bilateral institutions on government facing programmes is an advantage.
- Experience developing large scale programme proposals, budgets, project plans, and advocacy notes is an advantage.
- Shortlisted candidates must submit a technical proposal designing a government engagement and scale-up strategy for a livelihood model, based on original thinking without the use of AI tools.
