Role

Breakthrough is looking for a people-leader who believes building an organisation is akin to building its people, to join as Lead: People, Culture, Policies and steer the Human Resources vertical with strategic insights and direction. This is a senior, Director-level position reporting to the CEO, responsible for aligning national and state-level HR teams, building decentralized talent management mechanisms, and ensuring Breakthrough's culture and values remain consistent across all state offices as the organisation scales.

Responsibilities

  • Ensure alignment and coordination between national and state-level HR teams, building and re-aligning where needed
  • Develop decentralized talent management mechanisms and oversee recruitment, onboarding, and retention strategies nationwide
  • Establish standardized recruitment and performance management frameworks while allowing state-level adaptation
  • Support succession planning and leadership development at national and state levels
  • Be accountable for organizational culture, promoting a unified culture rooted in Breakthrough's values across all offices
  • Provide guidance and escalation support for complex employee relations cases
  • Lead staff engagement, wellbeing, and care initiatives across geographically dispersed teams
  • Ensure compliance with national and state labor legislation, and develop nationwide HR policies and the employee handbook
  • Oversee compensation, benefits, payroll coordination, and HR information systems across multiple locations
  • Lead safeguarding, POSH, anti-harassment, and whistleblowing mechanisms across all offices
  • Lead, mentor, and build capacity of HR staff at national and state offices
  • Develop and manage the national HR budget, including allocations for state offices
  • Track HR metrics and workforce data across states, reporting to senior management and the Board

Requirements

  • Master's degree in Human Resources, Business Administration, Organizational Development, or a related field
  • Minimum 15-20 years of progressive HR experience, including senior leadership in a multi-location organization
  • Demonstrated experience managing HR functions across multiple states or regions
  • Strong knowledge of national and state labor laws and compliance requirements
  • Prior experience in the NGO or non-profit sector strongly preferred
  • Proven ability to lead and coordinate decentralized teams with independent decision-making
  • Strong policy development, compliance management, and conflict-resolution skills
  • High cultural sensitivity and ability to work effectively across diverse regions
  • Strong alignment with Breakthrough's mission and values of Dignity, Integrity, and Equity
