Role

The Director of Operations (RTL Portfolio) is the central leader responsible for making labor rights a reality across India. You will turn high-level policies into working systems that help workers access benefits, streamline digital registrations, and manage large-scale government partnerships across multiple states.

Responsibilities

  • Lead the national execution of the Right to Livelihood (RTL) portfolio to meet impact targets.
  • Build a national operating rhythm to ensure smooth delivery across various state teams.
  • Manage the rollout of Worker Facilitation Centres and digital platforms for a seamless user experience.
  • Expand the "DLC Chowk" registration model nationwide using QR-based systems to prevent exclusion.
  • Coordinate with the Ministry of Labour and state departments to develop portable benefits for migrant workers.
  • Institutionalize transparent systems for labor cess collection and financial integrity.
  • Drive data integration between labor, education, and social welfare departments.
  • Engage senior government officials to align policy goals with on-ground execution.
  • Design standard operating procedures and dashboards to track progress at a national scale.
  • Mentor a decentralized team and build leadership capacity within the organization.

Requirements

  • Bachelor’s degree is required; a Master’s in Public Policy, Management, or Engineering is preferred.
  • 10–15 years of total experience, with 5–7 years specifically in government-facing roles or public systems.
  • Proven track record of managing multi-state programs and large, diverse teams.
  • Strong understanding of labor welfare, social protection, and government administrative processes.
  • Experience implementing digital or public technology systems (GovTech).
  • Sharp analytical skills with the ability to interpret data for strategic decision-making.
  • Citizen-centric mindset that keeps worker outcomes at the heart of every decision.
  • High level of comfort navigating ambiguity and complex, evolving political environments.
  • Proficiency in English and local languages to communicate effectively with diverse stakeholders.
