National e-Governance Division (NeGD)


The National e-Governance Division (NeGD) is part of the Digital India Corporation, which works under the Ministry of Electronics and Information Technology (MeitY), Government of India. NeGD designs and runs key e-governance programmes that bring public services online and make them easy to use for every citizen. The team leads many of India's largest digital public infrastructure projects, including the Skill India Digital Hub (SIDH), which supports skill development for millions of learners across the country.
Role
Lead the full delivery plan for the SIDH programme. The TPM owns the master timeline, runs cross-vendor governance, and acts as the single source of truth on programme status for MSDE leadership. SIDH currently runs on 23 active vendor contracts across 16 suppliers, which are being consolidated into 4 structured MSP contracts by March 2027. The TPM will guide this transition end to end.
Responsibilities
- Own and maintain the integrated master delivery plan across applications, data, platform, security, support, and analytics teams.
- Chair bi-weekly cross-vendor governance meetings and manage the risk register, RAID log, decision log, and executive reporting cadence.
- Translate strategic priorities into clear delivery steps, dependency plans, and escalation actions.
- Track delivery against SLA adherence, release velocity, integration health, ticket resolution, and ETL data freshness.
- Coordinate transition planning for expiring contracts, procurement dependencies, and the NSDC-to-NEGD handover milestones.
- Act as the main escalation point for delivery issues raised by vendors and internal PMU teams.
- Maintain a single, clear version of programme status for the Programme Director and ministry leadership.
- Co-own the RFP design and procurement process with the Procurement and Contracts Manager.
Requirements
- 12 to 15 years of experience managing complex multi-vendor technology programmes, ideally in regulated or public-facing services.
- Proven track record of leading a 50+ person cross-vendor delivery programme at a product company, large systems integrator, or govtech programme.
- Strong understanding of technology, enough to spot gaps in vendor plans, even without writing code.
- Disciplined governance habits, with strong documentation and clear reporting.
- Comfort with technical and operational metrics, RAID management, milestone governance, and executive briefings.
- Clear written and spoken communication, in English.
- Experience in government IT, digital public infrastructure, or large enterprise transformation programmes is a plus.
- Familiarity with GeM procurement processes and the Indian government IT contracting landscape is a plus.
